Can the ATSC be installed on an android devise such as a smart phone or tablet?

No, their is no mobile platform for ATSC Monitor, you can however install teamviewer on both your desktop and smartphone or tablet and access your desktop while out railside and view it, you must leave you desktop running in order to access it.
