Title: Horn Rules

Have they liberalized the rule on the use of horns at grade crossings?  In the past I was used to a crisp two longs, a short and a long but where I live, at least, NS trains seem to be doing whatever they want to.  Sounds like the lackadaisical horn blowing in third world countries.

Rule 14L long-long-short-long for crossings. Number of improvised blasts at tunnels, bridges, work areas as requested by a roadway worker in charge giving permission through limits or horn and bell warning to the public on or about tracks.
