NS 3821, the SD38-2 SD40-2 rebuild, is it mated with a slug? or does is work independantly?

It's normally mated with one of the RPU6 slugs.

I just caught NS 3821 coupled to NS 861 as they came into Sevier yard on train 132 this morning.
