Engine Assignments to Trains...

Hello all. Does anyone know who and how are engines assigned to trains. Example like 38q out of Knoxville who decides what engines to put on that train and what criteria is used in deciding which ones. Thanks in advance..

NS has a power desk that assigns all power. Normally power rotates around the system in a pool, except some captive power for rock, coal trains and the like... here in Macon Ga the 9100 - 9115 are assigned to Rock movements and locals. They do escape from time to time when power breaks down on the intermodals. As of late we have had alot of breakdowns on the hotshots.  The dash 9s are nearing 20 years old and are beginning to show their age.
