Question about Knoxville and Intermodal Facility

A friend mentioned that there are a bunch of spine cars sitting around City Yard in downtown Knoxville which spawns two questions: Wondering why they'd be stored there? and Has anyone heard anything about the planned hub that was supposed to be going into New Market between Morristown and Sevier Yard and what its status is?
