Current employee timetables format and numbers?

I looked over a list of Employee timetables the other day and I noticed all all NS divisions got a new one numbered 1 at the start of 09.  Did this chance, to #1, come about because this was the first issue of 3 ring binders TTs or had most divisions gone to that before the new #1s were issued?

Could I get a list of the timetable numbers that each division was up to prior to the change over to #1? Pied was I think up to #20. Va may have gotten up to #7.

Could it have anything to do with the rule change from last August? I seem to recall all of the timetable numbers re-setting around that time.

What rule change are you referring to? Any more elaboration is appreciated.
