I don't know what the heck that thing is but if I was to guess that would be some kind of a bridge or tunnel clearance vehicle.

If I remember correctly,it's used to messure tunnel clearences!

First thing i thought while seeing it was that is was what they used across a line segment  or district for wide load clearances. It looks as though the protruding metal sticks will move inward if they hit something and thus would not clear for certain cars. Also it looked like the the prongs or sticks, however you want to call them took the shape of a tri-level auto rack.
