NS 118/119 routing

Does anyone know why NS 118/119 were routed up the Piedmont instead of Augusta?

They've been routed up the Piedmont as long as I can remember... Out of Macon, they switch Chamblee (because Inman is inaccessible without running around the train), Gainesville, Toccoa, Greenville, and Spartanburg before hitting Charlotte.
