NS 3010

I saw this photo on RP.net and it has NS 3010( EMD GP40-2) with white stripes on the cow catcher, plus the horn is painted white.  Are they going to do this with all of them now or is this a special unit?

The 3010 is not a fresh repaint -- it was repainted in December of 2004.  Other photos show that it didn't have the white horn or plow stripes in February.  Another photo from earlier this month shows the white horn, but no plow stripes:

It appears that someone has been having some fun with white paint and reflective striping since it has been working in New Jersey...  ;D

I see that it has 3rd rail clearance on the plow. 

Perhaps the stripes on the plow are a requirement for working on SEPTA or NJT trackage?  I know absolutely nothing about the rules on either of those lines. 

Just thinking out loud.

Could it be for better visibility in chemical plants? Conrail gave a GP38 a yellow plow and pilot for this reason.
