NS train 239 & 114/115

Is NS train 239 a turn train? I ask because it appears that NS no longer runs 114/115 and there seems to be no counterpart to 239.

239 is a loaded rack train, originating in Georgetown.  It goes west to Kansas City where it's handed over to the UP. There's not really a true counterpart to it (like a 238 or 240), however, there's a 29N that comes off the UP at Memphis with empty racks for Georgetown.  It runs a few times a week, if I'm not mistaken.
