GA Atlanta North District signal updates.

I've updated the GA division Atlanta North district list.   We have removed the intermediate signals at 57.8H and 60.2H.  Placed in service is Control Point "Talley" at MP 58.3H and Control Point "Hall" at MP 60.6H.   There will be a siding between the two CP's, but it's not in service yet.
