A more restrictive restricted speed

Rules have changed again.  Restricted speed on NS is now not exceeding 15mph, instead of the old 20mph.  Im sure this will lead to a shiny new banner for every crew!

Yes nothing promotes awareness and good morale than a banner.  Of course there is an office here that has a safety banner from 2003 proudly displayed.. I guess they are just living in the good ole days.
