Alliance Ohio is the old NYC line coming back?

I was driving through Alliance today and seen them clearing the row of the old NYC line to Phalanx. I ask one of the business down there said they where putting the line back it? Any one know what they are doing?

A company called Transload America, who specialise in the transport of waste by rail, purchased the Central Landfill just outside of town. The right of way runs right passed the landfill and being put in olny a couple of miles to reach it. NS is supposed to establish a new trash train that will run from New Jersey to Alliance and connect on to the branch by use of the PTC Alliance company's  spur that is located at their plant. That is what used to be called Jerky Yard when the line was in use.
