I'm sure someone out there will know what the device is on top of the container on a double stack. I never saw them before, but in the last 2 weeks I have seen 4 or 5 of them. Always on top of a container and never on a car by themselves. Thanks, Tom

It is a rack use to ship over-sized and odd-sized loads that would normally not fit into a container or be practically loaded into a container. I believe it is called a Versa-Pak. But, I may be remembering wrong. There was a little blurb in TRAINS MAG a couple years ago about them. And they can be loaded under a container... or two can be stacked together. Hope this helps. Versa-Pack it is.  Just think if it as a flatbed container. 

I dont think I have ever seen one in transit empty before.

Thanks, it's nice to know what I'm looking at. I have only seen these empty, now I'll have to watch for them with a load. It's was just strange that I've never seen them before. Tom
