In the overall scheme is this train considered a southbound or westbound?

37Q is a Harrisburg,PA to Chattanooga,TN. It is consided a Southbound.

Correct, 37Q terminates at Sevier Yd in Knoxville TN usually arrivers early to mid morning daily.
