MOW Positions

While watching the MOW gang lay new ties today near the end I noticed a lot of guys walking behind I assume aligning the plates for the drills. Is this the people that just started with the gang like a entry level position? I am curious how they get a machine to work with? I guess Bid when a opening becomes available? Anyone enlighten me on how this side of the railroad works.My hats off to these guys it was a little over 90 and I am guessing even hotter walking up that track.
