Sadly, I am sure that is not the only place that happens....they just got caught. 

When I worked for the G&O, we had a lot of company owned boxcars we used on the LXOH.  It was always nice to get a big fat repair bill from another RR or contract company outlining repairs made (Brake shoes was the biggest line item) and then go back to our own records and note that we had already made those repairs, and sometimes just days apart....

Years ago(when in college) I worked as a auto mechanic... had a guy come back and say I tried to rip him off by saying he needed brakes... the guy went to another place that said they were okay. I pulled the wheel and showed him how the INNER pad was worn down to about 2/32 where the outer pad had 5/32. Told the guy that HIS mechanic should LOOK at all the pads and not just look THROUGH the wheel! LOL! DE Dan
