Getting a fairly routine show of KCS units here in central Indiana, on the NS line from Muncie over to Frankfort, IN (east-west, basically).  Thankfully it's their colorful scheme, so always a welcome sight in the dreary months of winter.

Would they be paying back Norfolk Southern for hours, or has business slowed for KCS and they are leasing out the power to NS?

Not sure on the answer to the reason why they're running in your area.
I can say there's been a ton of UP power and some CP power here in PA over the past week or so on the Reading Line.
